I've simulated TestOrganizationService.testUserPageSize failure on that
dev86 machine with JDK7. Will try to fix TestOrganizationService, so it
won't depend on execution order of tests and will pass on all environments.

btw. this particular TestOrganizationService.testUserPageSize is
failing only in some hudson builds and on some machines (like
machine dev86). So looks like an environment issue.
