For the other non-TimeStatistics in this MBean, lastSampleTime always changes. I don't know why lastSampleTime is always 0 - the last time we sample this data is not Jan 1, 1970. I think the stats MBean is broken and is updating the startTime as opposed to lastSampleTime.
