It looks like this is determined by the setting
<Host name="localhost" appBase="webapps"
unpackWARs="true"
in server.xml -- if we can not override it, we should remove the option to deploy
exploded/non-exploded.

Create a new war child application of a tomcat vhost and select "deploy
non-exploded" from the properties page. Deploy will succeed.
Then go tot tomcat webapps/ and see the application deployed as exploded.
