So here is my setup:
1) Existing RHQ server in inventory. Restarting agent with --clean.
2) In the server side logs I see:

Resource [Resource[id=501057, type=JBossAS Server,
key=/home/test_jon/jon03/perf/server/trunk/dev-container/jbossas/server/default,
name=jon03.qa.atl2.redhat.com RHQ Server, JBossAS 4.2.1.GA default (0.0.0.0:2099),
version=4.2.1.GA]] changed its version from [4.2.1.GA] to []

is telling us about a new version

the server will now update version changes.
Perhaps what we should do is ignore version strings that are empty in an inventory report?
Only update versions if they are non-empty.
Restarting the agent with --clean causes empty version string to be
