This makes Classes compiled against missing libraries at runtime impossible to filter out. Ttwo changes should be made: - URLPackageScanner should return refs to ClassLoader Resources instead of classes - The Filter should be changed to Filter<Path> instead of Filter<Class> and applied before the Class is loaded.
