thank's for you proposal. The possibility to go offline will be definitely needed in
API, so we can update test suite later on.

In some corporate settings, central is never used, and is overwritten by a office local
repository. central or http access to the outside world might even be blocked in
firewalls. We should support disabling central as a repository to use.
