That doesn't sound too bad - at worst after AS8 we may need to take an 
existing subsystem and update it according to what we decide for those 
three use cases.

The alternative was we develop the IDM stuff as a subsystem and then 
ensure we can re-use it within the non-subsytem based domain 
configuration which is something we have never done before - moving 
forward thinking it will be some kind of subsystem/extension feels better.
