it doesn’t. That is a separate thing, and unchanged.

All it means is that the rule flow now calls setFocus() when it reaches a ruleflow-group.

So an ruleflow-group and an agenda-group are now the same thing. RuleFlow is an additional thing to orchestrate the calling of the ruleflow/agenda-group.
