Drools has been upgraded to 5.1.0.CR1. Additionally, our usage of the Rule* API has been
changed to use the newer Knowledge* API.
The biggeset change of this is the RuleAgent -> KnowledgeAgent switch. Backwards
compatability to the old ragent.properties format has been maintained, as under-the-covers
it gets transformed to kagent.xml (the drools <change-set/> format). Also note that
polling for resource changes is now NOT done on an agent-to-agent basis. It is now done
globally, and the interval for the change scanning is done via a new property in
jbossesb-properties.xml.

ESB 4.9 is the project release feeding SOA-P 5.1, which will use Drools 5.1. We need to
upgrade ESB from Drools 5.0.1 to the latest 5.1.0 Milestone Release. It is currently at
M2.
As part of this upgrade, update the Drools usage from the old Rules API to the new
Knowledge API.
