Will it help if you use: mvn clean install -DskipTests=true instead of "maven.test.skip" ? AFAIK the "skipTests" won't run the tests, but it will still build all test dependencies, so it should be fine. At least I am using it quite often and not seeing issues. When "maven.test.skip" won't run the tests and won't build dependencies, which I understand that doesn't work as various modules have dependency on "keycloak-testsuite-integration" , which contains all the base test classes used in tests of other modules.
