Hmmm, that's problematic. The federation provider UIs can't be in a
separate theme as they are part of the admin console and need to inherit
from that. Create an admin theme manager that is a file/classloader hybrid?

If the theme is loaded from the file-loader none of the resources from the providers will
be available, as a theme is either loaded from a folder or the class-loader, not a
combination. As we extract the themes on the appliance, all themes will always be loaded
from standalone/configuration/themes.
