I assume that's a different requirement to user enrollment and workflows.
We have an open issue to allow granting admins access to limited groups of
users, clients, etc.. See
https://issues.jboss.org/browse/KEYCLOAK-3444 for
more details. You can add a comment to that issue to describe what you need.
