I think it would be cleaner to add a separate admin-providers theme type, and have a
special ThemeProvider for it.

Hmmm, that's problematic. The federation provider UIs can't be in a
separate theme as they are part of the admin console and need to inherit
from that. Create an admin theme manager that is a file/classloader hybrid?
