I think we just include terms and conditions page which just outputs a single message.
Then in the message bundle we'll just have:
terms=<p>Terms & Conditions</p>
Including internationalized versions of that short empty message.

Looks like text should not be in localized templates. They should just
be flat files assignable by the user's self-identified locale.
