It will depend. For the SaaS yes, for the appliance no.

need for this page? OpenShift has a Captcha and also terms/conditions on
the registration page. Does it make sense for keycloak to have them to?

This is an internal page, after the login in the SaaS, right?
"Realm" is specific to an application or a group of applications. So
this would be an optional registration page for the application.
