Travis limits how many jobs can run in parallel (up to 5, but depends on
overall load from all users) as well as a time limit per job.
We can add more jobs, but that would impact time it takes to test a PR.
How long would you be happy to wait for PR tests to complete?

Otherwise its very hard for us to release on demand. Our release
process is already really slow and other parts of the company are
complaining that its too long.
