'Federation Link' should only be shown for users that have a federation
link which are users linked to a user federation provider. Is your user
coming from LDAP or a custom user federation provider?
I can see that the label is indeed incorrect and it has
'for="userEnabled"'
which it should have. So please create a JIRA and PR for that.

3. Open the user detail screen
4. Click 'Federation Link' label
Expected Result:
Nothing happened.
Actual Result:
'User Enabled' toggled.
