No, the accept-language locale should have a higher priority than the
default locale. The realm default locale is only a fallback if the
accept-language doesn't contain a locale Keycloak can provide or if for
whatever unlikely reason one isn't sent.

seems to have no effect at all because the realm settings is always
overridden by "Accept-Language" HTTP header that's sent by browser.
Shouldn't have the Default Locale higher priority than the HTTP header?
