I'm still struggling to read what you are saying..
Are you saying that when you use the "send-verify-email" endpoint the
subject of the email is "Verify email" and when you use the
"execute-actions-email" the subject is "Update Your Account"? If so I
think
that's the wanted behavior. "execute-actions-email" allows a user to
perform one or more actions.

Now both REST-APIs works fine in version 1.7.0.Final.
But my question is: shouldn't be different verification email in subject
and in link for first REST_API:

and second REST-API: PUT
http://172.31.32.216:8080/auth/admin/realms/universities/users/0ee34d46-6...
with body ["VERIFY_EMAIL"]?
Because when I do this two operation via GUI I got different verification
emails in subject and link. First one is with subject Verify email and
second one is Update Your Account.
