not sure if it can be achieved via admin console too but I don't think so.
To export into single JSON file you can use:
bin/standalone.sh -Dkeycloak.migration.action=export
-Dkeycloak.migration.provider=singleFile
-Dkeycloak.migration.file=<FILE TO EXPORT TO>
Here's an example of importing:
bin/standalone.sh -Dkeycloak.migration.action=import
-Dkeycloak.migration.provider=singleFile
-Dkeycloak.migration.file=<FILE TO IMPORT>
-Dkeycloak.migration.strategy=OVERWRITE_EXISTING
