[keycloak-user] Docker image Java 11

As I understood from here: https://issues.jboss.org/browse/KEYCLOAK-7811 Keycloak already has support for Java 11. So plugins for it can also be developed using java 11. But the official docker distro comes with java 8 only which forces us to repackage and create our own docker image distribution of keycloak just to bableel to use java 11 plugins with it.
