Tried it and it does work. Just needed to specify the path based conflict
resolver in jetty-web.xml like so
<Call name="setInitParameter">
<Arg>keycloak.config.resolver</Arg>
<Arg>com.example.PathBasedKeycloakConfigResolver
</Arg>
</Call>
It required additional permission java.lang.RuntimePermission "
getClassLoader"; in *java.policy* file located at
*%JavaHome%/jre/lib/security/* .
