Fix For: 3.2.x, 3.3.x
DB2 READ_COMMITTED blocks when reading updated data. This causes JPALockTest and CMTTest
to hang.
The fix is to override Dialect.doesReadCommittedCauseWritersToBlockReaders() to return
true.
