On further review, it is the container responsibility to ensure that the
ProcessInjectionTarget event for the filter is fired at startup. Note that creating an
instance of a filter *does not* fire the event.

An appserver impl may be creating TestFilter(servlet filter) instances lazily. The
testProcessInjectionTargetEventFiredForFilter test case doesn't make sure the
TestFilter instances are created for e.g: sending a request to
/org.jboss.jsr299.tck.tests.lookup.injection.non.contextual.ContainerEventTest/TestFilter
Also, this test case would run into CDITCK-70 issue once the above is resolved.
