Release Notes in Proposal Documents

Hello All,
I've merged a PR <https://github.com/wildfly/wildfly-proposals/pull/163> [1
<https://github.com/wildfly/wildfly-proposals/pull/163>] for the proposal
template which includes a selection for release notes. Currently we tend to
do release notes when the release is ready. This causes the writer to have
to go back and look up features that should have release notes. In some
cases the writer may not really know much about the feature and has to make
them up by reading the proposal. It would be helpful if the SME wrote the
release notes and all the writer has to do is copy and paste them.
I do realize not all features will have or require release notes so this
isn't a required section. However if you feel you'd like your feature in
the release notes adding the content to the proposal will be very helpful.

WildFly 18 is released!

I'm *extremely* happy to announce that WildFly 18.0.0.Final is now
available for download at https://wildfly.org/downloads/. I discuss the

All WildFly releases are a big effort, but relative to the time window we
had to do it in this one has been particularly big. My deepest thanks to
all of you who worked so hard, particularly to Scott Marlow and Alessio
Soldano who did so much on the Jakarta EE front and to James Perkins for
coordinating this release.
I'm also way overdue in thanking the many excellent quality engineers who
have been doing such excellent work in ensuring the new features we add to
WildFly are high quality from the moment they get merged. Many thanks to
Tommasso Borgato, Martin Choma, Richard Janik, Michael Jurc, Jan Kasik,
Marek Kopecky, Ondrej Kota, Miroslav Novak, Simon Priadka, Martin Svehla,
Jan Stourac, Ivan Straka, Tomas Terem, and Nikoleta Ziakova. You're the
