Phase 0 is already implemented:
- Metrics can receive data over HTTP
- Metrics can publish inserted data to the bus
- Webhooks can be created/configured via the Alerts API
On top, the bus (if used as topic) can support an arbitrary number of
consumers to be informed of new metric values when they come in. Metrics
does not need new code, does not open outbound connections to
potentially slower (than metrics) consumers etc.
