All code that i've posted called from custom Admin REST endpoint (SPI
extension, check keycloak "Server Development" docs for details), in
other words it must be executed within keycloak itself, so you have to
deploy it to keycloak within any keycloak SPI module.

This URL is generated in UrlBean class, but I also can't get it anyway to try expose
easy REST endpoint.
