I have already set the "Verify email" to On in the admin console under Settings
-> Login. That is why I am getting the email for a new user that registers via the UI
New User button.
However, I am not getting the same behaviour when I am using the REST API. Is it possible
to get the same behaviour?

emailVerified set to true you're saying the email is verified, not that it needs to be
verified.
To make the user verify the email you need to set "Verify email" to ON in the
admin console under Settings -> Login. The next time the user logs he will be requested
to verify the email.
