They don't have to be compiled into the WAR, but can be. No UI
interface planned I think, but you can define theme locations in a
server config file.

You should be able to add to a theme at runtime. The appliance-dist has
exploded example themes in standalone/configuration. If you
edit/copy/paste any of those you should see those changes immediately.
