This is fixed since the 3.6.0 Beta 2 release.

Now that Envers has been added to hibernate core, the Envers manual should be integrated
into the Hibernate reference documentation. The Table of Contents of the latest version
(3.5.0 Beta 3) does not even mention the Envers module.
