Unless these is large as the 'in expression count limit'. Then no padding will happen. For Oracle with a limit of 1000 parameters that means there will be no padding between 512 and 1000 parameters. It would be better if instead of discarding the padding completly, the 'in expression count limit' would be used as padding value.
