I'm not sure preparing the tx a second time is a good idea, as stuff like write skew check might fail. From a locking perspective we should be fine, because the primary/backup locks are kept until the CommitCommand finishes executing on all the owners (including the owners it was forwarded to). I really need a unit test for this so I can walk through it with the debugger...
