The issue does not appear any more with "multi_threaded = False" in the local
release settings. Most probably javadoc was being generated at the same time as the
tracker was being update and that caused those weird, random, javadoc issues.
Apart from fixing my local settings and uploading fixed javadocs (done already), we should
consider doing either:
a) Make javadoc generation and tracker update sequential, regardless of the the
multi_threaded settings
b) Get rid of multi_threaded in the release script

The first html file is empty and the second contains the right data. So, something goes
wrong when building the distribution.
