Since ISPN-534, REST server no longer takes the cache config from a system property.
Instead, as indicated in http://community.jboss.org/docs/DOC-14095, the config now comes
via an init-param to the servlet. This is similar to using the suggested env-entry.
REST server should use env-entry for configuration
