Manik, in the end this was implemented as throwing an exception rather than a warning.
Exception seems a bit too much to me and couldn't it be a case that a user wants
passivation and do manual Cache.evict() calls? WDYT?
I think a WARN message would be better.
Passivation without Eviction is an invalid configuration and should
log a warning

It needs to be verified whether Passivation without eviction does make sense.
We should display warning that this is not a good configuration if not.
cache store probably won't get used at all in that case.
