This is actually a bug in the CacheLoader bulk operations iterator most likely. Have to
look further.

LocalModePassivationTest and LocalModeNoPassivationTest can fail randomly saying entries
aren't present. All entries should be present since there is a configured store, this
is a pretty big loss of data.
