Oh I am indifferent to what change comes out here if any, although I have always leaned
towards notifications for the default behavior. This seems more consistent to me, however
clear has always operated in a bit of a grey area since it doesn't even acquire
locks.
I would agree that the user can control both behaviors pretty well with the Flag.
Clear should not emit listener notifications

JCache does not emit notifications on clear(). We shouldn't either.
