Replicating a local cache to a dist/repl cache in a backup site doesn't make sense
either, as each node's local cache has its own entries but the backup dist/repl cache
will have a mix of the entries from all the local caches.

Currently, nothing prevents a local cache to have a site configured. However, this setup
doesn't make much sense since we don't know to which node in the remote site the
request is sent. (Except if the remote site only is a single node)
I believe it makes sense to remove it.
