I moved all the common state transfer settings to a separate stateTransfer
element and I deprecated the old settings.

We have a lot of leftover configuration options for state transfer and rehashing, we
should clean them up a bit now that state transfer and rehashing have been consolidated.
Another candidate for deprecation/removal is strictPeerToPeer, it shouldn't be needed
now that we have asymmetric clusters.
