It should be possible to define a configuration template clusterwide. Furthermore, if an overlay storage is utilised the defined configurations should be stored in a configs.xml file. A {{CACHE_CONFIG_SCOPE}} needs to be added to the {{GlobalConfigurationManagerImpl}}, with the cache listener updated to handle the scope.
