Description:
The code that resends prepare commands is no longer needed in the context of new NBST and
has to be removed. Instead we need to create a PrepareCommand and execute it on the spot
whenever we receive a commit for a RemoteTransaction for which we have its
'modifications' list but was not prepared before (this means it was received via
state transfer). Transactions received via state transfer do not have the
'lookedUpEntries' field populated. These have to be flagged accordingly and a
prepare command has to be executed if a commit is received and the transaction is still
flagged.
