The documentation actually describes how the data on the minority partition will be wiped
and it will receive the state from the majority partition. There is also a test for this,
ThreeWaySplitAndMergeTest.

I believe the implementation in
https://github.com/infinispan/infinispan/pull/2785 clears
the data in the degraded mode partition (since it could be stale) and then rebalances the
data from the available partition on all nodes.
We should add a test to confirm and document it.
