I suppose I didn't explain properly. It isn't representing negative numbers that
is the problem, it is the assumption that the hash space starts from 0. And this
assumption is "hard coded" in the spec and clients are written with this in
mind.
Default consistent hash should use a much larger hash space

This is to minimise the collisions as reported in ISPN-1275. It isn't a complete
solution but drastically reduces the probability of collision if the hash space spans
Integer.MIN_VALUE -> Integer.MAX_VALUE.
