Interceptors and decorators are defined as beans, and are scanned. They are simply enabled
in beans.xml. However we can certainly produce a better error message. Please file an
issue for that.

A project has two jars.
One jar contains beans in package `org.jboss.jawabot`.
Other has WEB-INF/beans.xml (used by weld-servlet-core through embedded Jetty), which
