My suspicion is that Weld takes the include, processes the beans from other packages
conforming to the include, and then processes them with visit() to satisfy dependencies,
only taking beans from the current package, where they are not found. Or something such.

Ok, I will check that.
I would expect <weld:scan> _not_ to exclude classes which must be explicitely
stated in beans.xml, because to remove them, you remove it's <class>. Also, at

Interceptors and decorators are defined as beans, and are scanned. They are simply enabled
in beans.xml. However we can certainly produce a better error message. Please file an
issue for that.
