This is based on the version of the specification dated May 9, 2009. In the current
audit, the assertions have been added under section 11.4 for now which should become 10.4
once the audit XML is updated.

Per section 10.4, @AfterBeanDiscovery and @AfterDependencyValidation events, of the
specification, failures in observers during the bean discovery and dependency validation
phases need to result in DefinitionException and DeploymentException respectively.
Currently only the ObserverException type is being thrown.
The following tests are marked ri-broken till this bug is fixed:
