[wildfly-dev] Add support for webservice throttling feature

Hi all, Just to let you know, I'd like to add the webservice throttling feature support in WFLY: https://github.com/wildfly/wildfly-proposals/issues/631 Sinace CXF throttling feature provides the capablity to limit the request traffic to the webservice endpoint: https://github.com/apache/cxf/tree/main/distribution/src/main/release/sam..., it's good to have this support in the WFLY webservice subsystem. In the future WFLY release, I am going to change the webservice integration and jbossws components to get this supported and documentation ready for this feature.
