[wildfly-dev] Promote MicroProfile REST Client 4.0 from Preview to Default

Hello All, I am working on promoting the MicroProfile REST Client version 4.0 from the preview stability level to default [1][2]. This is a pretty simple migration with some changes to how the TCK runs and components upgrades. I still need an outside perspective if anyone is interested.
