I think that the unit test attached is simple enough and clear showing where issue occurs.
PersistenceUnitUtil.getIdentifier returns null for lazy loaded
relations.

Test unit attached. Basically when entity A references entity B which is lazy loaded then
calling
PersistenceUnitUtil.getIdentifier(A.getB())
might return null.
