Okay I believe this issue is specifically because we disable rebalance, however the __cluster_registry_cache__ requires initial transfer to work properly, since it should share data between nodes. To me it seems like a bug in general that we allow for disabling rebalance in comparison to initial transfer. We should probably still request segments even if rebalance is disabled in the started cache maybe? Or at least only do it for the __cluster_registry_cache__ and for normal caches put a warning instead if rebalance is disabled with initial transfer being enabled.

Custom local repos can be defined in configuration files also in addition to passing -Dmaven.local.repo on the cmdline.
PAX-URL will fail to resolve mvn: URLs in this case.
Looking again at the maven properties available "localRepository" seems to cover both case. Use this instead of maven.repo.local.
